Before, during and after his time as Director General of the Renewable Energy Association (REA), Philip Wolfe has been in the vanguard of policy innovation and development on the clean energy sector. He conceived the Energy Hierarchy, the Sustainable Energy Manifesto.
The REA together with Friends of the Earth led the campaign for the introduction of Feed-in Tariffs and the Renewable Heat Incentive in the UK, and Philip Wolfe drafted early versions of the Energy Bill amendments under which they were legislated, and the first blueprint for their introduction.

Philip Wolfe has authored many publications on renewable energy and related topics since the mid 1970's. In 2012 his book Solar Photovoltaic Projects in the Mainstream Power Market was published by Routledge; the first on utility-scale solar power.
